At the beginning of XX century football in Baku has started popularizing. In the short term number of football teams had appeared in the city. There were "Balakhani footballers group". "Stella" and "Sports friends", "Sportsman" and "Congress", "Unitas", "Belaya", "Senturion", "Progress" etc. The competitions were conducted in the form of primordial form, based on the agreement between the captains, because of lack of the union, structure to be organizing the city championships, cup competitions, official games. Number of football teams was increasing heavily in the city. The football had started turning into the intercountry scale. In 1912-1913 the meetings between Azeri and Georgian football teams were organized first in Tbilisi, then in Baku. In the end, in 1914 football union of Azerbaijan was established. The union was obliged to organize the official city championships and other competitions. Since that period establishment of organizations, societies over various kinds of sport had started turning into some tradition. Because of staying as a part of Russia, no work was carried out in connection with the development of the sport here at the governmental level.
Due to this, physical culture in Azerbaijan and development of the sport at the governmental level had started since the 20s of the last century. Since that period the works in the direction of establishment of the material-technical basis so that the population could have gone in for sport and have been engaged in the physical culture, establishment of the divisions and cups over various kinds of sport not only in Baku but also other regions and cities of the republic. In 1920 Physical Culture Council was organized under the military training bodies of the republic. The Council started management over the development and distribution of the sport in the country. Physical culture was organized in the secondary schools, cultural-enlightenment circles, children's homes and sections by the initiative of the Council and the first sportive groups were established. All who were attracted to the sportive circles and sections were going in for gymnastics, football, light athletics, basketball, fencing, heavy athletics and other kinds of sport. Those years such sportive associations as "Avtomotor", "Vodnik", "Rechnik", later "Dinamo" were established in Azerbaijan. Since 1921 competitions over different kinds of sport had been conducted between the cities.
