Heydar Aliyev is the biggest admirer and propagandist of Azeri sport, Olympic Movement.

Sport requires great care and attention. In every country its consequent and purposeful development depends on such factors as sportive tradition, conditions and opportunities to go in for sport, attitude towards the sportsmen, growing of sportive specialists, organization and holding competitions, provision of participation of the sportsmen in international competitions, mass character of the sport. In the row of these factors the concern of the government about the sport takes its own place. Because the attitude has direct influence on the solution of some part of the above-mentioned issues.

Azerbaijan is a country eminent with its ancient sportive traditions. Various kinds of sport have developed here through the history. With regard to this issue president of Republic of Azerbaijan said: "Our nation, people must have healthy body from the genetic characteristics. Along with physical health and physical strength, moral health is also very suitable criteria for our nation. However, this feature has always been inside us. In the last centuries, from years to years we have had number of wrestlers, shooters, those who were demonstrating their physical opportunities in various kinds of sport. However, due to known reasons, all of these were remaining in the framework of our country, didn't go out beyond the world scale". Isolation of Azeri sport from the world sport in some meaning, unableness to represent itself with dignity in the international world caused by the political reasons. President Heydar Aliyev explained it in one of his speeches as follows: "In the last periods Azeri representatives were represented in the Olympic Games. Some of them were able to achieve high results. However, they were representing former Soviet Union. At the same time, due to the fact that Azerbaijan wasn't fully independent, in the past Azeri masters of sport weren't represented in the membership of the combined team of the Soviet Union at the desired quantity and place".

Being in the composition of the Soviet Union, the basis of attitude to the sport at the governmental level was solved in the union scales. It was determination in advance which part of the budget of the republic could be spent for the sport. In the Soviet Union in the ally republics construction of big sportive structures was carried out in the form of the plan. Every ally republic was given an opportunity to construct big sportive stadium, there were some limits in the construction of the closed sportive gyms, complexes. Naturally, this feature had always put obstacles on the way of establishment of the sportive structures in the republic. Conduction of the sport competitions, sending of the athletes to the international tournaments, European, world championships was also limited as well. It also should be taken into consideration that strong athletes of ally republics in the scale of the union sometimes weren't called due to some subjective reasons.

Naturally, the above-mentioned features were putting obstacles on the way of gaining successes in the world and European championships for Azeri sportsmen in various kinds of sport. All of this had heavy influence on the sport life of the republic. In such conditions it was required to work for the development of the sport in the country using existing opportunities, at the expense of the mass character of the physical culture. The second way was covering mobilization of the internal opportunities, improvement of the sportive conditions establishing sportive basis of the Trade Union. Application of these opportunities correct could establish definite condition for the development of sport, open the way to the big sport. One of the key conditions was correct evaluation of the existing situation, carry out purposeful politics in this sphere. In 1969-1982 when Heydar Aliyev was ruling the republic, all the fields, including development perspectives of the sport were taken into account. During these years a lot of sportive complexes, buildings, gyms have been constructed, sportive arenas built, big sportive-restoration centers established. A lot of work has been carried out in the country for the establishment of the material-technical basis. For instance, in 1975 250 sportive arenas and cities had been constructed in Baku. In 1973 in the capital of the republic fundament of the great sportive palace was laid. In 1974 in 36 regions of Azerbaijan 59 children-junior sportive books were working in Baku.

In Azerbaijan the concern about the sport at the governmental level hasn't been unique in the process of historical development of the modern sport. If the higher school for the sportive specialists was established in Azerbaijan in 1931, construction of the central republican stadium had started in early 40s, in the course of the World War Second the work had been terminated. Republican stadium was put into exploitation in 1952.

Heydar Aliyev has always considered the works not very clear to everyone from the first view, but of great importance for the future of the nation very urgent. Azeri president has always been a supporter of the construction works, took stable position against destruction of the objects constructed and given into exploitation of the people, as well as sportive objects.
