In 1997 the law "About physical culture and sport" came into effect. This law determined the legal basis of development of sport, turned into one of the indicators of the sportive politics of the state.

Head of the country was recommending not to see the results only in participation in the Olympic Games held once in four years, achievements of the successes only in there, provision of the wide distribution of the sport in the country, development of the massive sport all around. Heydar Aliyev required to give all sportive structures into the use of the sportsmen, appealing to reconstruct sportive buildings, construction of new objects, development of all kinds of sport as well as non-Olympic kinds.

Azeri President has always drawn to the center of attention the fact that the kinds of sport develops the person not only from the physical point of view but also leads to the mental development, forming of analytical thinking, has positive effect on the creativity. With his initiative in late 70s and early 80s in all regions of the country chess schools, chess clubs were opened. As a result of it, the chess started developing intensively in the country, gross masters at various ages, world champions had grown. In those periods it was a result of impulse given to the chess that even during the first years of independence Azeri chess school was passing inertness way, it had been able to protect itself. After Heydar Aliyev started governing independent Azerbaijan, new revival has started in this field. In January 1997 head of the country received world chess champion Anatoli Karpov. In this meeting the views on the condition of Azeri chess, its development perspectives were exchanged.

Country's chess schools started expanding their activity again, new junior chess players had appeared among the youth. President of the Republic of Azerbaijan signed a decree "About increase of the state care about Azeri children chess players Teymur Rajabov and Vugar Hashimov". At the end of the same year President enacted decree "About increase of the state care about Azeri children chess players".

The care about Azeri children playing chess has started giving its benefits in a while. Soon, Teymur Rajabov filled the norm of international gross master, started representing our country among the famous world junior chess players.

Attention and care about the sport paid by Azeri President caused reflection in the international sportive and Olympic organizations, too. In 1997 in the Supreme Session of the National Olympic Committees Association held in Island city of Reykjavik Azeri President was awarded with the confer "Olympic dignity" given to the eminent state officers having big deserves in the field of sport.
